State Route 525 and State Route 20 between Clinton and Deception Pass
One of Washington’s national scenic byways, the Whidbey Scenic Isle Way runs the length of Whidbey Island along State Routes 20 and 525. The scenic byway connects Deception Pass State Park in the north to the town of Clinton in the south. Along the route, experience sweeping views of Puget Sound, charming seaside towns, and some of Washington’s most scenic parks and landscapes. From lighthouse viewpoints and beaches to art galleries and local restaurants, the byway highlights Whidbey Island’s relaxed pace and maritime character.
Part of the larger Cascade Loop, visitors can reach the Whidbey Scenic Isle Way by driving across the Deception Pass bridge or taking a short ferry from Mukilteo to Clinton.

Deception Pass State Park
One of Washington’s most popular state parks, Deception Pass is the northern gateway to Whidbey Island. The park is known for the iconic Deception Pass Bridge, rugged shoreline cliffs, forested trails, and sweeping views. Visitors can explore beaches, hike through old-growth forest, kayak along the shoreline, watch for whales, and more.
Oak Harbor
Located near the northern end of Whidbey Island, Oak Harbor is the island’s largest city and a lively hub for dining, shopping, and waterfront parks. The community is closely tied to Naval Air Station Whidbey Island and is home to the Pacific Northwest Naval Air Museum.
Coupeville
One of Washington’s oldest towns, Coupeville sits along the shore of Penn Cove and features a charming historic waterfront district. Visitors can stroll the wharf, browse local galleries, and explore nearby Ebey’s Landing National Historical Reserve. Greenbank
This quiet rural community is surrounded by farmland, providing a scenic stop where you can visit farm stands, art galleries, and sample local wines.
Freeland
Near the southern half of the island, Freeland offers marinas, beaches, and small shops perfect for grabbing a bite or enjoying the waterfront during your scenic byway road trip.
Langley
Perched on a bluff overlooking Saratoga Passage, Langley’s walkable downtown is known for art galleries, boutiques, cafés, and waterfront parks. Watch for whales, stop in for a wine tasting, and enjoy views across the water toward Camano Island.
Clinton
The southern gateway to Whidbey Island, Clinton is home to the ferry terminal connecting the island with Mukilteo on the mainland. Stop into a café or visit nearby Possession Beach Waterfront Park.
